The Tenth Ammendment specifically forbids the government from taking any action not specifically authorized by the Constitution itself, granting to state and local authorities those powers not specifically states in the Constitution. The Federal Government does far more harm than good as it is. Our current predicument was because of the government dictating to banks to make bad loans through the Communisty Reinvestment act.
